Richard A. "Rick" Elmer, Retired Chicago Police Department Commander and Retired United States Coast Guard Chief Petty Officer, age 71, passed away suddenly on May 9, 2022. Rick is the beloved husband of Kyle Irene, nee Muir, for 40 wonderful years; loving father of Shannon I. (Daniel) Morgan, Robert P. (Deanna) DeLuca and Kevin S. (Jacklyn) Elmer; cherished grandfather of Dominic and Vincent DeLuca, Grady and Baylee Elmer; dear brother of the late Roger "Rusty" Retired C.P.D. (the late Karen) and the late Charles "Rocky" Retired C.P.D. (Barbara) Elmer; fond uncle of many. Rick was a member of the F.O.P. and the F.B.I. National Academy.
